What’s the state of e-procurement in Europe?

About 110 participants from 22 different countries have participated during two days to the 3rd International eProcurement Seminar in San Sebastian (Spain). The Procure project was naturally presented at this conference.

Among cases discussed: Belgium, Finland and Germany for platforms devoted to the ministries and central administrations and the Basque Country and Burgundy for the regional scale, this last region being the only one to share its electronic public market place with all public entities on its territory.

Broadly, the member states and regions represented aim at the same direction: publishing the tender files online is more and more frequent, especially for the above-the-threshold procedures. Once more,  e-bourgogne differs from this common trend. Another important point is the mainstreaming of framework agreements and e-catalogues linked to the dynamic purchasing systems. This policy that we could already observe  in Italy (CSI Piedmont), Portugal, Catalonia and Sweden nowadays seems to be fully deployed and accepted not only by tenderers for the supply of goods, equipments or consumables, but also for some services.

This meeting was as well the opportunity for the Spanish Ministry of Finance to present a reform: the electronic invoicing was made compulsory from August 2008 for all types of transactions between public administration and enterprises. An interesting project to follow, as it offers to economic operators the download of free software allowing edition of invoices in the desired format (FACTURAE).

On the entrepreneur’s side the actions taken can be very different. If the Basque Country as Burgundy has decided voluntary to accompany the small and medium enterprises (SMEs) in the digitization of public procurement chain, the situation in more contrasted through Europe.

Finally the European Commission has presented the epractice project pointing out the added value of sharing experiences and best practices; the approach adopted by e-bourgogne from 2006.
