Mégalis Bretagne is a federative structure allowing cost sharing in order to promote the uses of IT. Its core mission is to deliver useful actions, offers and services for its members and for their satellite organisations. The association of public entities Mégalis Bretagne is made of 59 members, among which the regional council of Brittany, the 4 general councils of the region, 8 metropolitan areas, 43 communes communities, as well as the cities of Dinard and Landerneau.

Its mission is to enhance its members access to network communication infrastructure and to deploy new services based on IT. It is also entitled to sign contracts for the delivery of services to its members. Mégalis Bretagne counts 6 staff members, under the authority of Céline Faivre. Its president is Eric Berroche.

Mégalis Bretagne stands for the actions taken by the local authorities to develop IT for the public interest. It has been created by the region in July 1996.

Its action has essentially consisted in developing broadband access to the Internet for public entities from 1999 to 2003, whatever size and geographical implantation. In 2007, it counted 2.500 public entities users.

Since 2004, Mégalis Bretagne has promoted the development of new services, such as videoconference. These actions are allowed by its network organisation, relying on a strong concertation of local players, especially in thematic and task groups.  In 2006, the regional e-government platform e-megalis was launched to promote, develop and facilitate the relationships between administrations, companies and other users.

Within the Procure project, Mégalis will coordinate all the local institutions of Brittany. It will promote e-procurement for Breton companies and will facilitate the electronic tendering on the e-megalis market place. It will share its assistance and promotion programme with the other consortium partners and will validate the market.

Celine Faivre holds a DESS in law and local public services management. After a mission at France Télécom in 2001 during which she carried out a study on the role of local authorities in communication, she joined the Mégalis Bretagne public entities association, that she manages since 2002.

 Her primary mission was initially to enhance the territory coverage of network infrastructures thanks to public intervention. To offer the public entities a broadband network access with the complementary application services has lead her to manage complex buying procedures, in a moving legal context.

From 2004 on, the uses of IT have developed and the community dimension of the Mégalis project has increased. Céline Faivre now works on developing e-government in Brittany. Since 2006, she manages the deployment of the regional platform e-megalis, and she initiated a strategic study on the development of e-government in Brittany in 2007.
