The University of Bremen, through its partnered Institute for Information Management Bremen, will manage the legal work of the Procure project. It will be responsible for the work package dedicated to legal and conduct specific detailed surveys within each pilot package.

Ralf Cimander, a qualified Spatial Planning engineer, has been a researcher in the Department of Computer Science and Mathematics, University of Bremen, since the end of 2001. After his training as an electronics engineer, he studied spatial planning at the University of Dortmund and the Swiss Federal Institute of Technology Zurich (ETH) with emphasis on city planning and participation on the Internet.
Besides being a lecturer for eGovernment at the University, he gained experience on several projects on eGovernment for local/regional and federal authorities in Germany as well as for the European Commission. His work in Bremen included a regional funded e-government project on the subject of the usefulness of online services of public administrations, a survey on back-office reorganisation on behalf of the European Commission, and the Study on Interoperability in eGovernment at Local and Regional Level in the framework of the European Commission's Modinis Programme.
